Tune congestion cap penalties before release

My guess is that the current penalties for D/E (0.5 and 0.9 respectively) are both too low to be effective;

this is just a reminder issue to monitor and review the high cap tier to validate the code and adjust if necessary well before the release. The profiles page in the console makes this pretty easy.
