Change all DOCTYPES to standard html

I have a WIP patch pending since early this year (not in a branch yet) to change all console DOCTYPES from "transitional" (quirks mode) to html (no-quirks mode) as recommended by Mozilla. This also affects bundled webapps i2psnark, i2ptunnel, and susimail, about 80 files in total.

This change is necessary due to changes earlier this year by Firefox, which cause a "flash" when rendering certain pages.

I believe that i2pplus made this change quite some time ago. While relatively low-risk, I did find a couple issues along the way, so it does need some soak/test time. And with the netdb work ongoing, I need guidance on the appropriate release, and checkin window, for the best timing to do this.
