Disable SSU1 by default

The code is in there, by me, lightly tested, I believe i2pplus did it a while ago. Original commit was d0cd6203 2022-11-30 with several additional fixes in 2022-12.

Proposal 159 official timeline was for 0.9.59 2023-08. Need guidance from idk on best time and release to do it. Recommend merge at least 4-6 weeks before a release to allow for sufficient testing.

This issue is for the config change only. Ripping out SSU1 code is a lot more work TBD.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
