Debian: Creating a new fourth package by splitting the i2p package in two

This commit splits the i2p package into a second package, i2p-router.

  • The new 'i2p-router' package does not depend on the java-wrapper nor jbigi. Jbigi is recommended. This package can be installed on the ports or distributions that the java-wrapper is not available for.
  • The new 'i2p' package depends on i2p-router, libjbigi-jni, and the java-wrapper. This package will add the i2psvc system user and the initscript. Existing users of the i2p package will have the i2p-router package pulled in automatically and for them there will be no usability changes.

Executive summary: No functionality changes will take place for either those

that installed the i2p package in the past or those that
install the newly split i2p package. For them, "The Song
Remains the Same."

6    user.
7  * Create debian/copyright dynamically at build time
8  * Don't ship the standalone jetty-i2psnark
9  * Create split package so that the wrapper isn't required
10  * Install missing certificates directory

93
94  * Stop including /usr/share/i2p/lib/jbigi.jar.
95  * Compile a dynamic jbigi and create a new package, libjbigi-jni. Since I
96    can't get jcpuid to compile I take this library from jbigi.jar.
97    Unfortunately it was not compiled with -fPIC, causing lintian to complain.
98    Additionally it is a 32bit compile, forcing libc-i386 to be installed on
99    amd64 boxes.
100  * Add dependency on libc-i386 because of jcpuid and a build-dep on unzip for
101    the same reason.
102  * Don't display errors generated from chowning files that don't exist.
103  * Bug fix: Somehow I missed packaging the geoip information before. Oops.
104  * Bug fix: Add history.txt to /usr/share/i2p. I didn't realize it was shown
105    in the console at /help.
106  * Since I'm packaging the missing geoip information, I use an updated
107    geoiodb from tor (taken from Debian package tor-geoipdb version
108    0.2.2.22-alpha-1)
109  * Patching countries.txt to add entries that are in Maxmind's database.
110  * Now using debconf to ask about running as a daemon.
111  * From this point forward, users will be asked to confirm that they want to
112    upgrade this package, due to it requiring a router reboot.
113  * Updated README.Debian to better explain differences compared with
114    upstream.
115  * Add history.txt to /usr/share/i2p
