0.9.8 include a old (2011) french translation, a more recent (available on Transifex) should have be integrated I think.

The big block of text on /console (the "readme" file) has not yet been moved to a po file for Transifex. It's a static translation in an html file that can only be updated in monotone. See the announcements page in transifex where I described that we are still in the process of moving some things to Transifex.

I don't know if it did at the time, but Transifex supports HTML files now. It does however map one HTML file to one resource, so if we have a lot of small HTML files then it is probably still more efficient to have it moved to a PO file.
Also, is this still a current issue?

I think Yes because a lot of those main pages that users see when they launch I2P console are outdated. For example the russian page is from 2010. And look at the size of the Spanish and Germans versions !.
The best thing (to allow more translators to work) would be to move them to Transifex.
Note: the french translation has been updated in 2014, so this ticket can be closed.
