- ~/.i2p/susimail.config is now automatically created if not existing
- the reload button is available on the login screen too
- there is a feedback message now that the config was reloaded
- cleaned up logging

It doesn't apply anymore due to my recent changes, and I'd rather have a GUI config page similar to router console advanced config page. I'll add the feedback message.
Not sure I want to create the config file always. For one thing I hide the button now if the file does not exist.
Moving from testing back to new.

Added separate configuration button and page. Button is on bottom login and folder pages.
Removed 'reload configuration' button.
Moved 'set page' form to configuration page.
All in 0.9.12-13.
