Looks to be actively developed,
https://github.com/RetroShare/RetroShare
shows a commit of yesterday. https://retroshareteam.wordpress.com/2018/03/13/release-notes-for-v0-6-4/
last release was in March 2018.
Documentation is available at https://retroshare.readthedocs.io/en/latest/
.
Includes Tor-based connectivity and/or regular clearnet connectivity. Would require someone to write up a short paragraph, which I can't do at the moment as I know nothing about Retroshare, comparing it to I2P.
Edit: Retroshare isn't a network, however. It is a program that can run over anonymous networks as well as clearnet. For this reason, I am unsure if it should be included on our comparisons page.
