I2Phex plugin can not work (get peers)

Description

On http://plugins.i2p/plugins/i2phex/
the current I2Phex plugin provided (3.2.6.106.0-b10 and b11) is unable to connect to the jwebcache to get peers addresses.

Cause is : "Complication has shut down his webcache in january 2014 and the switch to the second webcache recorded inside I2Phex has fail, because of a issue in I2Phex"

Solution would be to build a new plugin from the I2Phex v3.2.7.0.0 released by Gnotellik (this version use echelon's jwebcache as primary webcache).

I saw somebody pleading for this in IRC the other day, asking "who other than zzz can do this". Anybody can, in theory. For me to build and sign it, I'd need to review the changes, or have somebody I trust do the review.

The current status is in the zzz.i2p thread linked in the OP.

Alternatively, I could just change the webcache URL with no other changes, then there's nothing to review.

It's not clear what the diff looks like, I haven't looked at the mtn branch that echelon checked in.
