zzzot can't be stopped via /configclients

When stopping zzzot, the zzzot tunnel disappears from under Local Tunnels and also is absent from "I2P Services" on the sidebar.
The button, however, on /configclients continues to be labelled "Stop" (reports Stopped plugin zzzot when pressed) for an indefinite period after use. zzzot cannot be started until the router is restarted.

This log is also printed in /logs because zzzot has indeed stopped.

I see one related problem, found when looking for SimpleScheduler? uses in plugins ( #1069 ).

The Cleaner is a SimpleScheduler? (uncancellable) and the data structure in Peer is static. Must convert to SimpleTimer2 and stop it when the plugin is stopped, and get rid of the static. Lazy prrogramming.

For more debugging of the problem in the OP, set PluginStarter? log level to DEBUG.

Fix this before 0.9.20 release, as #1069 was just propped for 0.9.20.
