Unload failed or unused tunnels before their timout if they are not expected to come alive

Description

They are simply wasting memory for routers. Only participant named inbound gateway should remain alive (if it is not failure cause) and notify data senders that destination is dead.

No. For security reason they need to timeout as every other tunnel.

  • We don't usually do tunnel testing so we don't know when tunnels have failed
  • Just because it's unused now doesn't mean it won't be used later. We can't predict the future.
  • This ticket is referenced in #1547 but as noted there, for security reasons we don't broadcast that we are restarting or shutting down
  • We do close NTCP and SSU connections when we shut down, that's the important thing
  • "wasting memory" in OP is speculation, or more precisely you are assuming it is a significant amount, unless you have an estimate to provide. My wild guess is a few hundred bytes, not very much, and not worth the trouble, even if the above issues could be solved.
