report packet drop or other network related stats via i2cp on request

Implement a mechnaism that would get information on the tunnels that are being used by the current i2cp session. Items for per tunenl statistics that make sense would estimated tunnel latency and estiamted message drop probability. Possible use case for tunnel latency/drop statistics would be ticket #1600 (send via slowest tunnel)

Tunnel build success rate, participating traffic levels and other stats from the router may be useful for future applications, possible use case would be something along the lines of: "don't send messages if we have < $n Kbps participating traffic"

interesting. Would require two new I2CP messages, one for request by client, one for reply by router (similar to GetBandwidthLimits? / BandwidthLimits?).

By using some easily extensible message content (say, a Mapping), stats could be added later.

Could you elaborate on how a client could actually make decisions or adapt based on the stats received?
