Description

On solid state drives, we aren't concerned with fragmentation and can probably change strategies to reduce I/O.

Two places:

1) Storage.allocateFile(), don't balloon file (easy)
2) PartialPiece?, write directly to Storage's RAF (difficult)

Pretty sure there's no OS-independent way of determining what type of drive we are on. For now we could just use SystemVersion?.isArm() as a proxy. That may be the only way.

Note that /sys/block/*/queue/rotational is wrong in my tests, always outputs 1, ref: http://stackoverflow.com/questions/908188/is-there-any-way-of-detecting-if-a-drive-is-a-ssd
