Add total monthly bandwidth usage indicator to /config to enable better bandwidth managment for metered connections

The total maximum estimated bandwidth usage on /config can be confusing for users, suggesting the theoretical maximum usage which in practice is seldom reached. Adding an optional indicator of bandwidth consumption (MB/GB transferred) on a monthly basis would give users on metered connections a more accurate indication of actual usage, dissuading them from dialing down their in/out settings in the mistaken belief I2P will consume more of their monthly allocation than it does in practice. Monthly totals could be set to be deleted at the end of the month, or archived for generation of a monthly usage graph.

If monthly totals can be calculated, allowing the configuration of bandwidth by transfer totals rather than speed can be offered in the console as an alternative, permitting the dynamic scaling of bandwidth limits, potentially improving the overall health of the network.

Good idea. The Android system Settings→Data Usage page would be a good model.

As long as the bandwidth stats are enabled for graphing and persistence is enabled (both are the default), it would be fairly straightforward to integrate over the data to produce a sum. I think. Otherwise we'd have to save the start date, end date, and total usage at shutdown, and compute some sort of estimate after restart. Which is messy, and hopefully not needed.
