Freenet one step ahead from I2P inside windows. i have tested freenet to run on windows without the need for admin/root privilege and its working nice. i wish i can see this feature as well inside I2P.

you can test that from freenet installer:

You talking about running I2P or installing I2P?
We certainly don't require admin to run I2P, do we?

If you wanted to run it as a user, without installing, could you run the java.jar directly with java? I'm just guessing, I haven't used windows in years.

Installing the service in windows requires admin rights.
Installation without needs of admin rights can only work without a service.
Also general setup in programs folder need admins right.
Install without admin does only install in user directory, useless on multi user machines.
currently not possible with the goal to use i2p by more than one user on the same machine.
