Prevent I2P from running twice

I2P should run one time on the machine , when someone double click on it or run it again it will have 2 I2Ps running. sometimes if you shutdown the first one (and thinking I2P got shutdown) surprisingly you discover the second one is still running.

So this should be stopped at only one I2P , running it more than once should give an error that its already running.

We do prevent i2p from running twice in the same config directory (e.g. ~/.i2p), and we do give an error message.

We can't prevent it from running twice from different config directories (e.g. by two different users, or one is a service and one isn't). Of course, in that case, there may still be port conflicts, unless one user has changed his console and I2CP port. But that can't be helped.
