I was wrong, the bmp is required for the launch4j standalone (no window/wrapper) executable. This is for the 'splash' image at runtime… nothing to do with izpack. Fails at build time without it. Tried png, fails at runtime with an error. Tried a bmp converted with gimp from the png, fails at runtime with same error.
Gimp had a bunch of compatibility options when saving the bmp, I didn't try any of them. Just put back the old bmp for now, in 0.9.45-0.
Any new bmp must be built, installed, and tested at runtime by clicking on the 'no window' shortcut or I2P.exe in the install dir.

Reportage notes another alternative - simply disable the splash in i2pstandalone.xml. Not sure how important the splash is.

I think I saw the splash when I clicked on $I2P/I2P.exe but not when I clicked on the desktop shortcut? But not sure and need to try it again.
