Windows signing: DLLs and EXEs

Right now we sign the windows installer, but not the I2Psvc.exe (wrapper) or i2p.exe (no window) executables, or the jbigi/jcpuid dlls.

parg tells us at http://zzz.i2p/topics/2857 that dlls are signable also and it might help if we did that.

DLLs signed in d5962df1fa525a2f5a57b8e2329ea45243392071 to be 0.9.46-2
Signing the exe's is a pain because would have to stop right in the middle of the ant release target, copy over, copy back, and resume. Unless we get automated signing working on linux.
