restarting from desktopgui
- Restarting from destopgui will lead to router reseed, if all reseed locations are blocked/unreachable. How many /routerinfo-xxxxxx files there is in netdb folder, will not affect the router's reseed decision.
- Restarting from destopgui will not make the new reseed proxy setting take effect, unless there is a JVM restart.

Not clear what this is all about. DTG, at least now, knows nothing about reseeding. The router makes its own decisions. Restarting from DTG certainly doesn't cause a reseed now. I think this was about DTG code that got ripped out years ago.
