Last-Modified header for http://www.i2p2.de/hosts.txt

Description

It would be nice to have a Last-Modified: header for hosts.txt, so that, e.g., "wget -N" could be used in automatic build environments.

It has etag now, which is sufficient for browsers, eepget, addressbook, etc.

Most pages are dynamic, which is presumably why it doesn't generate last-mod now. Perhaps it could be added for .txt files.

"wget -N" works on hosts.txt with the new website (the file is not redownloaded on second execute). Is this sufficient?

I tested and can confirm that http://www.i2p2.de/hosts.txt does a few 301 redirects and eventually lands on https://geti2p.net/hosts.txt — this final destination has both Last-Modified and ETag headers which seems sufficient to me.
