Auto bandwidth configuration

when the installer starts, it could test the bandwidth on the current connection and set the default bandwidth accordingly. very few people change the bandwidth settings resulting in many possible routers being left unused. the test could comprise a download from the server, with the average and peak speeds worked out locally. this would ensure that all routers route tunnels effectively, and if the user has a problem with the bandwidth settings, they could lower them manually. this approach obviously has flaws, but i believe it is better than the current system where, in almost all cases, the default bandwidth settings are inappropriate.

You will not get accurate bandwidth settings from auto tests.
Users should set bandwidth on their own not to let I2P use up all their bandwidth allotment.
Default bandwidth limits are a sane value which do work fine in nearly all cases, plus installer tells users to check them and set them to their wishes/needs.

My instinct is to agree with echelon that this is hard to do well. But if OP has any suggestions on how to do it reliably, or pointers or links to implementations and documentation, we can discuss further.
