[IRC] Raise maximum character count for message

(I am posting here after writing in #irc2p since badger/postman/eche|on might not ever see it anyways)

I will ask if the maximum character limit be increased to 516 characters to allow a full b64 address to be sent in a single line.

As a side note, Ive noticed that there is discrepancy between privmsg'ing a channel and user paste this limit:

If I privmsg a channel with a 516 char b64 address, ill get 475 characters then another line of 41. And if I privmsg a user the b64, ill only receive 482 characters and not the rest.

This requires coordinated changes from all the ops, and badger is unlikely to respond here.

In the meantime, use a b32 address in IRC.

I have almost completed a sort of IRC↔Router "command and control", this request is merely cosmetic and showing a b64 on 2 lines so far looks ok. But it would just be nice for say updating a network of i2p routers' dns using IRC.
For this i should just use my own ircd anyways.
