Banlist: Create a configuration option which allows to specify version:caps pairs at "bannable"

Looking at the banlist code from last time in light of some of the post-release developments I think it will be helpful to specify version/caps pairs in a router.config file in the future. This allows multiple version:cap pairs to be banned if they are associated with a malicious distribution or botnet if it becomes abandoned and fails to update after several releases.
