NetDB: deny storage to broken router infos

idk requested to merge idk/i2p.i2p:i2p.i2p.2.7.0-deny-store-to-broken-ris into master

This patch denies storage of routerInfos which are obviously incomplete because they lack a version, network ID, or caps listing. This is to prevent the latest round of routerInfo spam, which includes many routerInfos without these values. This spam was pointed out to me by dr|zed a few days ago. This change prevents the broken routerInfos from ever being stored.
