CI build images

LoveIsGrief requested to merge loveisgrief/reseed-tools:ci-build-images into master

Setting up CI tasks to make sure the docker image can be built. If there are additional settings to push it to a registry, then that's done too.

Pushed to dockerhub: https://hub.docker.com/r/bisentenialwrug/i2p-reseed . If a gitlab.com mirror is setup, it could be used to generate the images and push them to dockerhub and generate images on gitlab.com as well.
